H.264 already encodes adaptively (bits only on changes, ~4 Mbps/monitor cap). H.265 saves ~45% ONLY with a hardware encoder (Intel QSV / NVIDIA); the built-in Windows software H.265 is actually larger than H.264 (measured). Viewing also needs a hardware HEVC decoder (Firefox won't play it).
